<p>Guaranteeing environmental sustainability is one of the Millennium Objectives that 189 countries have agreed to reach before 2015. Until now, the agreement of the countries consisted in promoting social and political awareness to better the environment.</p>
<p>The current problem is rooted in the depletion of natural resources. Moreover, soil renewal and the CO2 absorption in the forests have decreased. The earth is no longer able to assimilate our wastes or repair the destruction of its biodiversity.</p>
<p>According to the Live Planet Index, presented by ecological association, <a href="http://www.wwf.org">World Wide Found</a>, since 1970 the Earth has lost one third of its natural wealth. The main causes of this loss is human actions, especially in industrialized countries where less than 20% of the population consumes more than 80% of the resources.</p>
<p>The less developed countries are more vulnerable to the consequences of the environmental crisis which are manifested in changes in ecological processes, reduction of agricultural productivity, the displacement of populations living in areas with high risk of natural catastrophes and increase in transmission of disease such as malaria.</p>
<p>The changes that man has introduced into the environment are determined by the demographic increase and the utilization of artificial compounds. Urbanization and industrialization increase vapor pressure over the oceans and coastal areas. The emission of gases destroys the ozone layer. As a consequence, plant and animal life suffer and global warming worsens because the earth receives more energy.</p>
<p>The destruction of biodiversity also brings about the depletion of natural resources such as food, medicine or energy. The communities, 1,600 million people, who depend on these resources lose their way of live and their incomes.</p>
<p>There is a reciprocal relationship between poverty and the degradation of the environment. Of the 1,2000 million people who live on less than one dollar per day, about 70% live in rural areas and depend on natural resources to survive. The depletion of natural resources is one of the causes of poverty. Achieving environmental sustainability is one of the ways we can fight against poverty given that the poorest population is the most dependent on the well-being of the ecosystems.</p>
<p>To avoid these consequences and the sufferings of millions of people in the world, the agreement of these countries has three objectives: the development of specific environmental policies, the integration of these measures in production sectors that do the most damage to the environment, and finally, agreement from the international community to create a framework for national measures or the so-called National Strategies for Sustainable Development.</p>
<p>These strategies would help bring clean water to 1,2000 million people. Unfortunately, in 2025, when the Millennium Objectives should be met, more than 3,500 million people will be living without clean water.</p>
<p>This challenge does not only require the reduction of actions that contribute the destruction of environmental resources or the creation of measures that promote respect for nature. At the same time, the agreement should better the living conditions of millions of people—conditions that have worsened due to human action.</p>

<p>Garantizar la sostenibilidad ambiental es uno de los Objetivos del Milenio que 189 países se han comprometido a conseguir antes del 2015. Hasta entonces, el acuerdo de estos países consiste en promover medidas de concienciación social y política que mejoren la situación medioambiental.</p>
<p>El problema actual radica en el agotamiento de los recursos naturales. Además, procesos como la creación de suelo o el secuestro de CO2 por parte de los bosques se están debilitando. La Tierra tampoco es capaz de asimilar todos nuestros residuos ni de responder a la destrucción de su biodiversidad.</p>
<p>Según el Índice del Planeta Vivo, elaborado por la Asociación Ecologista <a href="http://www.wwf.org">World Wide Found</a>, desde 1970 hasta hoy hemos perdido un tercio de la riqueza natural de la que disponíamos. Las principales responsables de esta pérdida son las acciones humanas. Sobre todo las llevadas a cabo en los países industrializados: menos de un 20% de la población consume más del 80% de los recursos.</p>
<p>Los países menos desarrollados son los más vulnerables ante las consecuencias de la crisis medioambiental. Ésta se manifiesta en forma de cambios en los procesos ecológicos, disminución de la productividad agrícola, el desplazamiento de millones de personas que viven en zonas con alto riesgo de catástrofes y el aumento de transmisión de enfermedades como la malaria.</p>
<p>Los cambios que ha introducido el hombre en el medio ambiente están determinados por el crecimiento demográfico y por la utilización de compuestos artificiales. Los procesos de urbanización e industrialización aumentan la presión ejercida sobre las aguas marinas y las zonas costeras. La emisión de gases a la atmósfera destruye la capa de ozono. Como consecuencia, la vida vegetal y animal empeoran y se produce un calentamiento global porque llega más energía a la tierra.</p>
<p>La destrucción de la biodiversidad también conlleva la desaparición de los recursos naturales como son los alimentos, los medicamentos o la energía. Las comunidades que dependen de estos recursos pierden su medio de vida y sus ingresos. Esta consecuencia la sufren unos 1.600 millones de personas en todo el mundo.</p>
<p>Existe una relación recíproca entre la pobreza y la degradación del medio ambiente. De los 1.200 millones de personas que viven con menos de 1 dólar al día, cerca del 70% vive en zonas rurales y depende de los recursos naturales para sobrevivir. La desaparición de los recursos naturales es una de las causas de la pobreza. Lograr una sostenibilidad medioambiental es una de las vías para luchar contra la pobreza, dado que la población más pobre es la que más depende de los bienes que le proporcionan los ecosistemas.</p>
<p>Para evitar que se produzcan todas estas consecuencias y que las sigan sufriendo millones de personas en todo el mundo, el compromiso de estos países tiene tres objetivos: el desarrollo de políticas medioambientales específicas, la integración de esas medidas en los sectores productivos que más dañan el ambiente y, finalmente, la comunidad internacional se compromete a crear marcos de medidas nacionales. Son las llamadas Estrategias Nacionales de Desarrollo Sostenible.</p>
<p>Con ellas se puede alcanzar una meta que se hace esperar: 1.200 millones de personas carecen de agua potable en el mundo. Disponer de agua es una condición imprescindible para la salud y el bienestar de las personas, sin embargo, este problema sólo parece empeorar. En 2025, cuando deben estar cumplidos todos los Objetivos del Milenio, serán más de 3.500 millones las personas que no tengan acceso al agua potable.</p>
<p>Este reto no sólo exige la reducción de las acciones que contribuyen a la destrucción de recursos ambientales o la creación de medidas que impongan el respeto a la naturaleza. Al mismo tiempo, el compromiso debe mejorar las condiciones de vida de millones de personas. Condiciones que han empeorado por el comportamiento de otros seres humanos.</p>

<p>Buenos Aires just held the tenth Climate Change Summit. Delegations from 189 countries began the meetings with optimism believing that Russia would ratify the Kyoto Protocol and permit its implementation. However, enthusiasm has given way to doubts about whether Kyoto is the best weapon against climate changes.</p>
<p>The international community pushes for the implementation of the Protocol which must be in effect by 2012. Meanwhile, countries like England, Australia and the United States, announce that they will not fulfill the demands of the protocol. They will not adopt the measures to reduce carbon dioxide emissions or invest in research to that end.</p>
<p>Experts on climate changes gathered in Buenos Aires have assured that a fight against the effects of global warming does not have to start with the implementation of a series of measures that reduce gas emissions into the atmosphere. They feel that this fight should begin with an assault on poverty.</p>
<p>The lack of resources transforms developing countries in the most indefensible against climatic changes. In 1998, the hurricane Mitch killed 10,000 people in Central America. In 2004, another hurricane of equal magnitude hit a residential area in Florida and 20 people died. The wealth of developed countries reduces the harms of any climatic phenomenon.</p>
<p>The high costs of the implementation of the measures approved in Kyoto make many want to rethink them. The most optimistic estimations put the costs between $150,000 and $300,000 million per year. The less developed countries have proposed an alternative to the Protocol. They want to invest aid to the countries most vulnerable to climate changes.</p>
<p>Joke Waller, executive secretary of the conference, noted that there have been advances made towards adapting the poorest countries to climate changes. Her proposal consists in that the less developed countries present their adaptation plans and that the industrialized countries finance them. The delegate of Tanzania, on behalf of the 48 poorest countries of the world, argued in favor of these measures saying that “for us climate change is more catastrophic than terrorism.”</p>
<p>The changes in weather provoke massive floods en coastal areas and in the riversides where many people live. The inundations reduce the amount of cultivable land and thereby hunger spreads. The experts also argue that these changes increase the number of people without access to drinkable water, which increases the risk of disease and reduces the availability of food.</p>
<p>Climate change, natural disasters, poverty, and assaults upon the environment make up a chain that is difficult to break. The investments in the most vulnerable countries could help reduce the catastrophic effects. The help for these nations to protect themselves from the harms that many industrialized countries provoke can prevent more poverty and lost lives when the floods come.</p>

<p>Se acaba de celebrar en Buenos Aires la X Cumbre del Cambio Climático. Delegaciones de 189 países comenzaron las reuniones con el optimismo de que Rusia ratificara el Protocolo de Kyoto y permitiera así su aplicación. Sin embargo, el entusiasmo ha dado paso a las dudas sobre si Kyoto es o no la mejor arma contra el cambio climático.</p>
<p>La comunidad internacional persigue la aplicación del protocolo de Kyoto, que tiene como fecha límite de aplicación el año 2012. Mientras tanto, países como Inglaterra, Australia o Estados Unidos anuncian que no van a cumplir las exigencias del protocolo. No van a adoptar medidas para reducir sus emisiones de dióxido de carbono ni van a invertir en investigaciones para lograrlo.</p>
<p>Expertos en cambio climático reunidos en Buenos Aires han asegurado que la lucha contra los efectos del calentamiento global no tiene por qué comenzar por aplicar un conjunto de medidas que reduzcan la emisión de gases a la atmósfera. Consideran que esta lucha debe empezar por combatir la pobreza.</p>
<p>La falta de recursos convierte a los países en vías de desarrollo en los más indefensos ante las inclemencias del clima. En 1998 el huracán Mitch se llevó a casi 10.000 personas a su paso por Centroamérica. En 2004, otro huracán de igual magnitud azotó una zona residencial de Florida y no hubo más de 20 fallecidos. La riqueza de los países desarrollados reduce los daños de cualquier fenómeno climático.</p>
<p>Los altos costes que supone aplicar las medidas aprobadas en Kyoto hacen que muchos quieran replantearse su aplicación. Las estimaciones más optimistas sitúan los gastos entre 150.000 y 300.000 millones de dólares al año. Los países menos desarrollados han propuesto una alternativa al Protocolo quieren que se invierta en ayudas a los países que son más vulnerables al cambio climático.</p>
<p>Joke Waller, secretaria ejecutiva de la conferencia, señaló que no ha habido avances en materia de adaptación de los países más pobres al cambio climático. Su propuesta consiste en que los países menos desarrollados presenten sus proyectos de adaptación y los industrializados su voluntad de financiarlos. El delegado de Tanzania, en nombre de los 48 países más pobres del mundo, aportó su argumento a favor de estas medidas: &#8220;para nosotros el cambio climático es más catastrófico que el terrorismo&#8221;.</p>
<p>Los cambios en el clima provocan inundaciones masivas en zonas costeras y en las riberas de los ríos, donde viven muchas personas. Las inundaciones hacen que se reduzcan las áreas de cultivo y se extienda el hambre. Los expertos aseguran también que estos cambios aumentarán el número de personas sin acceso a agua potable, lo que incrementaría el riesgo de enfermedades y reduciría la disponibilidad de alimentos.</p>
<p>Cambio climático, desastres naturales, pobreza y agresiones al medioambiente se unen en una cadena difícil de romper. Las inversiones en países más vulnerables pueden lograr que se reduzcan los efectos de las catástrofes. La ayuda para que estos países se protejan de los daños que provocan muchos países industrializados puede conseguir que, aunque lleguen más inundaciones, no traigan más pobreza. Ni se lleven más vidas.</p>
